This seems to be the system sell of KD. Gotta make sure that whatever we do it's really distinct.

We really do. That's the appeal of playing certain lines of families. The problem being is that not all the "scion" traits are something beyond a physical thing. deMereliot's don't actually HAVE healing hands, just that they seem to exude some form of comfort. Shahrizai's could see the flaws in a person, but deMorhban's didn't. l'Envers... had the violet eyes. there was no magic there, just funky eyes. Courcels had graceful swanlike necks. So the system in place in KD is entirely theirs.
So if we want to venture down some route other than what we knows is mentioned in the books, and flesh things out, it will have to be distinct indeed.

Lemme just say, that the Courcels basically getting the Masquerade Presence tree was FUCKING RIDICULOUS. D'Aiglemorts could also basically be WoD Werewolves.
Anyway
I think it depends on how much of a big deal/mechanical advantage we want them to be? Form a rules perspective how much of an edge do we want d'Angeline nobles to have over not d'Angeline nobles. For Elua's Precept Mark 1 we were talking about things to the scale of a single bonus die on relevant checks, or an extra health level. (We were also working in WoD so my rules work was tailored for that system)
I think it's important to make them Provincial instead of single family based, the more you constrict the special sauce the more people get aggressive about it.
I think it's important that every scion gets some kind of special sauce of consequence perhaps in addition to or in place of a flavor crystal.

I agree about making the traits Provincial, instead of family-based. That makes it easier to line them up with the traits of the various Gods.

How about something like enhancements if someone is a scion. You could have bonuses on Attribute and Skill that aligns with their angel and then have a general plot/story thing to go with it. For example:
Elua - +1 to Charisma based rolls, +1 on Socialize and carries a natural aura that draws people in and makes it easy to love them. Anael - +1 to Stamina based rolls, +1 on Animal Ken and has a way with animals. Azza - +1 to Dexterity based rolls, +1 on Survival and never gets lost on land or sea. Camael - +1 to Strength based rolls, +1 on Warfare and is never flat footed in combat. Cassiel - +1 to Resolve based rolls, +1 on Melee and has natural resistance to the elements fro their conditioning. Eisheth - +1 to Intelligence based rolls, +1 on Medicine and healing occurs at a faster rate. Kushiel - +1 to Composure based rolls, +1 on Subterfuge and is the best at ferreting out liars. Naamah - +1 to Manipulation based rolls, +1 on Seduction and inheritantly can tell what their clients needs. Shemhazai - +1 to Intelligence based rolls, +1 on Academics and can research faster than others.

There would be no Cassiel, Cassiel has no line, that's what Cassilines are for and when the second son, is usually sent to the temples.

Also, this too depends upon character generation, because if everyone takes it, then it becomes a norm, which it was not. So there has to be a significant cost to taking i BECASUE it's a significant advantage even as it is.
